Since it is Chainmail the first thing that comes to mind is either a Low-Dex Evasion Caster (which defeats the purpose) or a Low-Dex Bard.

If it was a Chain Shirt then definitely a valuable item.

At any level beyond 12 you can get better gear from Relics / Scales.

Nice to have, not too wise to use IMO.
