When is this error occuring. After login? or when you click on the launcher to start the login process.
You may need to re-install directx9.0c and update your video drivers.

Try and re-install .Net 1.1 also check your game .ini file and make sure the video setting are set to correct resolution.

Just a side note here. The Intel 945g chipset does have issues with some games. DDO is not listed, but the game list provided isnt up to date. Crashing appears to be the common issue with that chipset and certain games, and more specifically at the starting of games (especially ones with video sequences).
Assuming you are using on-board video, which is sounds like from the information you provided, the intel 945g chipset is quite sub-par for gaming and was not really intended for this use, especially in a heavy graphic intensive gaming situation as DDO can be.
The very problem you mention is quite common for such chipsets. I would suggest getting an actual video if you are not using one already. Given that I havent noticed any mention of one, I am assuming you are working entirely off the mainboard for video.
