Hi I was wondering if someone could give me some feedback on my build. This is my first character in the game (I know melee is safer, but I prefer rogues). Basically I designed this character to be a master thief. She can open locks, get pass any traps, and is extremely stealthy. Any feedback would be gratefully accepted :) . Oh yeah, I haven't included any tome or equipment buffs as I don't have any yet. *Update* I've lowered my Int to 14 and raised my Cha to 12 :). Any feedback would be warmly received.

It looks like you have done your homework. That is a nice, solid build. The only thing that catches my attention is the lack of UMD. It is awfully nice late in your career to be able to use race restricted and alignment restricted gear. You are going to see quite a few great items that you will not be able to use without that UMD skill!
My only other suggestion would be to consider 2 levels or ranger, fighter or paladin early in your career. My drow rogue is now level 8 (2 ranger/1 fighter/5 rogue), and I am loving the guy. I didn't have access to elite equipment either, but all the traps in the game thus far have been very easy for him. It seems well worth it to trade a few skill points in the nonessential skills (haggle, listen, tumble) in exchange for the additional HPs, BAB, wand usage and feats that you get. But of course, you may just want a pure Rogue which is great.
Edit: I just noticed that you also did not take Way of the Mechanic or Rogue: Skill Boost in your enhancements. The former is a cheaper way to boost your primary skills, especially Disable, which you may be a bit light on with your build. The latter, Rogue: Skill Boost, I would consider essential. It is great when negotiating, selling/buying and of course opening, searching or disabling. Of the primary Rogue skills (Spot, Search, Disable and Open), I have found Search to be the most problematic, spot after that. If I have to boost and/or buff, it is usually when searching, not when disabling or opening. In fact, I recently respeced my enhancements to trade my disable boosts and a couple of drow enhancements for search and spot boosts.

Thanks for the response Agarwaen. I may drop haggle and raise up UMD. I'll also look into adding the enhancements you suggest.

If you're looking for being more effective (and not for role-playing reasons), I'd drop most (or all) the hide and move silently enhancements. Unless you're going to solo a lot, there are going to be very few opportunities to use those skills. Most groups just won't wait for you to sneak, even when it would save resources. Plus, as a halfling you get bonuses in those skills anyway. With max ranks and decent items, you won't have a problem in those few occasions you can sneak, even without the enhancements. Putting the points into search and dd enhancements (and maybe spot) will help you a lot with traps, and points in sneak attack training and accuracy will help with combat. Both are more important, in my observation.

DO NOT DROP HAGGLE FOR UMD!
Drop your Tumble Score for UMD. Tumble is cool and all but offers no real in-game effect.
And being that you are "new" player your gonna need money and the fastest way to earn plat is by having an insanely high Haggle.

Since most parties won't wait for you to scout ahead in sneak mode anyway, you could make the aguement to not put any skill points into hide and move silently. This way, you can keep Haggle AND pick up UMD, which is much more valuable imo. That's exactly what I did on my rogue. With a high dex and good items, you'll be in the 20s anyway without any ranks or enhancements. You'll be seen on elite, but this also makes it easier to body pull bad guys if the ones in front can kind of see you. If 32 dex (+11) a +13 item and GH, you're at 28.

Personally, WIth the Track Record of this game, I would never "Drop XXX Skill because its Useless"
Next Mod.. It could become very important......
Best bet would be to back up on a few skills a smidge (Especailly Dex based ones) to boost UMD....
Dropping Move Silent, Hide, Tumble, and Open lock 4-5 points each keeps all those skills at way above average levels and gives you enough points to Max UMD.

I admit to being a min-maxer, but I don't see putting 4 points in to Str.
You're a finesse based character, so that 4 points is basically netting you +2 damage over all. Dropping Str to 8 would give you 2 more points for +1 Dex. Dropping it to 6 would give +1 Dex and either +1 Int or +2 to one of your baser stats....

He is a halfling and being encumbered or helpless is a problem with only 6 starting strength.

Being a Hlafling, Having a 10 or 12 str could cause Encumberance issues... My Drow sits at 10Base.. and if I forget to swap my STR item back in I hit Med: Encumberacne quite often......
Med Encumberace = MAX:3 Dex Bonus..... :eek:

with a 10 STR I think a Character with a Soul can carry 200ish lbs before hitting MED Enc.
Halfings are 3/4 that... so 150....
8 with a +5 or +6 Item MIGHT be ok.... But think about how many sets of Full Plate you get in chests.....

Well this is the OP's first character so you have to take into account lack of gear and tomes etc...
I am no halfling expert either but they get 3/4 encumberance for their size penalty on top of the poor starting strength.
It would really depend on how much heavy loot you are willing to skip over especially at lower levels (e.g. not looting the +1 full plate to sell at the vendor).
Eventually 6 or 8 might be ok with a +6 item giving you 12-14, but that is a long way off.
Maybe someone who has more experience with halflings can chime in on whether 8 is enough or you should go with at least 10. I know from other posts that 6 can be a problem. I always play strength based characters (at least with 14 starting strength) so don't have issues with encumberance but it definitely can be problem for dex based characters and particularly halflings.
