My girlfriend and I recently converted to DDO from WOW, and must say I'm liking it much better so far.
Anyway, back to my question. I have a paladin level three atm starts are
Str:14
Dex:11
Con:15
Int:14
Wis:10
Cha:16
I know I put too much in cha and not enough in wis. It says on the ddo homepage that pallies get turn undead at level 3, and I dont have it.
Is it because of my wis? If so, should I remake?
Edit: Also, advice on a tanking paladin?

well you won't get spells unless you have a positive wisdom modifier. as for turn undead, i don't think it should matter.
a better reason to re roll would be the 14 in int instead of a few more points in wisdom, but you can still get wisdom items later to be able to cast.

turn undead you get i thought at lvl 4 either way if you have it you can find it in your feats list.

Well, I wouldn't reroll right away. But, I would definitely reevaluate your build when you achieve 400 favor on this guy.
At that point you will: know more about the game, know more about your play-style, and have Drow available for the re-roll if that fits your needs better.
But, to answer some of your questions.
Turn Undead is a Charisma based ability, not a Wisdom based. But, it is also a level based ability. Paladins are four levels behind Clerics. Clerics are mediocre at best, which leaves Paladins fairly anemic at best. In other words, Turn Based Paladins are certainly not a standard build, and potentially not even a very viable build.
You can play a very viable Paladin starting with a 10 Wisdom, though a point or two more certainly doesn't hurt. All Wisdom based abilities are based on "modified" Wisdom, which comes from Base plus Items. Paladins need a Wisdom of 10+Spell_Level to cast spells. But, it is not hard to find a +1 item by 4th level when 1st level spells become available, a +2 by 8th level for 2nd level spells, etc.
You pretty much only want the 14 Int if you are planning on Combat Expertise (requires a 13 Int). Otherwise those are not really well spent points. Paladins and skills just don't mix very well. Pretty much everything is cross-class and you just don't have that many skill points with which to work.
As for "Tanking".
Good Tanking (at its most basic) requires two things:
[a] you have to be able to hold up to aggro, and
[b] you have to get aggro.
For [a], Paladins aren't too bad. Good saves and reasonable AC's, especially at lower levels.
For [b], that is a bit dicier. You can certainly block doorways, but you will have a bit more trouble generating damage based aggro. You also are a bit behind in Initimidate, since it is a cross-class skill.
So, if you want to try your hand at Intimi-tanking, I would suggest multi-classing one level of Fighter (on your road to 400 Favor). That will open up Intimidate as a class skill and you can dump all four (or five, if Human) skill points in it to boost it up. That will also get you Tower shields for AC and another fighting Feat, such as Combat Expertise, a Weapon Focus, or Power Attack with which to play.

One more question though, how would I obtain favor 400? Also, what is the favor? Sorry for the newbie questions.

You obtain favor points by completing quests. Normal level for the quest gives you less favor than hard or elite. When people say 400 favor they mean 400 points of favor. There is a quest journal on your player bar (at the top of the screen) where you can see your overall favor. When you get 400, you can then unlock drow race characters.
Your build is fine. If you are concerned about wisdom, just find appropriate wisdom items as you progress. You chose more intelligence over points in strength. If you want combat expertise, then this choice is ok. Otherwise, you will want the points in strength on this build, imo.

You're probably going to end up re-rolling him at some point simply becuase as you learn about the game you will realize certain things about your build that you'll need to change. For example in your case your INT is way to high for a pally. Almost everyone re-rolls thier 1st character(or retires him to mule state). There are alot of build guides on these forums and once you get a taste of what you want to do those build guides will help you out. On the bright side there are few truly "gimped" characters in DDO so don't feel a need to re-roll him right away.

It's really hard to be a good tank pally with a 28 point build. It's one of the few classes were you need every attribute to be decent. When I made mine, I didn't get the 14 int because you can't afford to sacrifice everything else for 1-2 extra ac. Defensive fighting will be fine. I personally started with a lower Cha and it worked out fine. At level 10 I'm at a 20 str, 18 con, 18, cha, and a 14 wis, 16 dex. I also have a 39 AC unbuffed. IMO 14 int on a 28 point build is a waste of attribute points.
