Is this door just on a timer?

You have to complete the optional (defeat the raiding party or whatever). Of course the start of it is on a timer.

I believe the door does not open - and the raiding party doesn't show up - until 30 minutes have passed. So if you're doing the quest too fast, you may have to wait around to meet the party.

Yep, we must have finished the quest too quickly. Even though we killed everything and did optional locked door too.
