I don't have the charecter planner at work but I'd recommend that you go with Drow if you're wanting to add disable device to the build. The reason is you'll want to have High Dex, Int, and Cha in a build like this and Drow hits all three. Plus drow has enhancements to assist in finding traps.

For example as a drow you could start with stats along these lines
(Str 16, Dex 12, Con 12, Wis 8, Int 16, Cha 12)

Potential end game stats for primary atributes:
Str 16 +6 item +1 tome +2 fighter Str +3 levels = 30
Dex 12 +6 item +1 tome +1 Rog enh, +2 Drow enh = 22 (Max for Towershield Mastery II mix with MBP for evasion build)
Cha 12 +6 item +1 tome +1 Pali enh = 20
Con 12 +6 item +2 Favor tome = 20

As for Paladin levels I'd stop pali at level three and take fighter to 8 or Rogue to 4. Fighter gets you a bonus feat (Greater Weapon focus) and Rogue would add more skill points.

I'd spread your Rogue levels out since the max you can invest into a skill is level +3. I'd try to go three levels at least between your levels of rogue so all your rogue skill points can be invested into the skills you want to focus on...

The way I look at it splashing pali in a character that can't hit a 20+ cha in the end game is the build losing a lot of the benefits the class can bring to the table.

As for Open Locks I think the lock in PoP on Elite is around 52-54 so that would be a water mark to shoot for with your build. :)

Took a quick shot at figuring out what a 8f/3p/3r drow with starting stats of (Str 16, Dex 12, Con 12, Wis 8, Int 16, Cha 12) could get to skill wise. Someone check it on the builder if they've got access to it and let me know if I got the numbers right?

If the rogue levels fall at 1,7,14 with a 16 int it looks like skill wise Search and Disable could be raised to 17 ranks while Open lock and UMD could be raised to 16 ranks. I'm not sure without skill boosts etc how effective a rogue the character would be on elite but it does look interesting.

16 from level 1
55 skill points from 11 levels of fighter/paly = 27.5 ranks
22 from 2 rogue levels
65.5 total ranks
its 2.5 short of maxing all of em so you can go something like 14.5/17/17/17 or 15.5/16/17/17 on any skills you want

If you go 4 levels of rogue you get
16 from level 1
50 skills points = 25 ranks
33 skill points
74 total skill points more then enough to max out everything

if you go 4 levels of rogue w/ only 14 int
16 from level 1
20 ranks
30 skill points
66 total ranks 2 shy of maxing but less int needed
