Windows Vista - Can't connect to logon server 20/20 times, firewall is down

Hey Guys,
I've killed the firewall and have no other programs like zone alarm or norton. I can't seem to figure out why I'm blocked. Any ideas?

EDIT: and by killed I mean let dndclient and dndlauncher through, though I did tried it killed as well.

Solved: University was having ISP problems. Turbine has excellent chat based tech support. I'm glad I've been playing this companies games since 1999.
