what determines the amount of points traded between to hit and damage?

Your BaB (base attack bonus)
if you have 1 BaB its -1 toHit +1 damage (+2 with 2 handed)
if you have 2 BaB its -2 toHit +2 damage (+4 with 2 handed)
if you have 3 BaB its -3 toHit +3 damage (+6 with 2 handed)
if you have 4 BaB its -4 toHit +4 damage (+8 with 2 handed)
if you have 5 BaB its -5 toHit +5 damage (+10 with 2 handed)
if you have 5+ BaB its -5 toHit +5 damage (+10 with 2 handed) and doesnt change without enhancements IE barbarians power attack/warforged power attack.
absolute max is
-11 toHit +11 damage (+22 with 2 handed)
