Objectives
The request was for a 28pt battle wizard that did decent area damage spells, wielding a bastards sword and absolutely not using a shield. This character would be used in permadeath play which means it needs to start out survivable and continue that way as it levels and it shouldn’t need any specific gear to work.
Design
Because its permadeath this build needs to have some decent AC and hit points, two things hard to do with an arcane caster. Certainly warforged answers a number of challenges. Primarily it offers critical self healing but it also has some nice immunities that make gear less of an issue and built in armor with a strong AC to Dex allowance ratio.
We need dex on the build for TWF, which if you are forgoing a shield, is simply a good idea. If the request wanted only one sword, they can play that way but the option for better DPS is there.
Because the swords and TWF and casting are all feat dependent I went with a Fighter Wizard mix. I take fighter early and late where the most feats are needed or qualified for. I went for a very even split of magic and combat focused build features although wizard gets the lions share of levels.
Skills are mostly just default, although repair is a bit unusual. That is there because permadeath is resource light and getting the extra shrine HP can be a boon, especially early on.
I think this build works, but its a challenge. Saves are only so-so even at high levels, and so are HP and SP. Trying to do at level elite difficulty, raids, or epics is likely to get you killed, but on normal or hard I think this build can play well in a party and solo pretty solidly when played well.

Play
Playing solo you just need to be smart and dilligent. Use your spells wisely, don’t charge in without a plan, use wands for healing whenever possible, save SP for bosses, and so on. For group play, try to be supportive with haste and firewall and avoid agro when you can while still getting in as much damage as possible. In a group you are not so much DPS as DPS support. If there are other Warforged, be sure to heal them as well.
Variations
You could shift the focus more to fighting or to casting as this one is right about in the middle. A fighter heavy self healer is good, say F12/W8. And so is a mostly wizard with a splash of fighter.
