What do you guys recommend as starting stats?
And other tips I could use. I'm nearly brand new to the game so anything helps.
Also, do you recommend me multiclassing at all?

Elf,
16 str
18 dex
12 con
8 int
10 wis
8 cha
That givers you good DPS, some hp, and enough wis. You could modify them slightly depending on what you want to specialize in, but overall those are the best bang for buck for a balanced ranger. Wis might seem low but really its plenty because in DDO you can easily get +5 wis items and +1 tomes, for 16, and casting spells only requires 14 for max lvl.
Never multiclass if your new to the game. Youll miss out on fun and powerful high level abilities and enhancements and generally suck unless your very knowledgeable and skilled about what your doing.

I know it goes against the conventional wisdom of smarter people than me (so take it with a grain of salt), but I've been rather successful with choosing a start DEX stat of 17 and using the extra points on something else like CON or STR. You won't have the max possible, but you will be after odd numbered enhancement items which a lot of people neglect because they are on the "evens". (BTW, your bonuses are granted on even numbers) I've found that missing out on that one + isn't as big a deal compared to having a higher STR (used for damage even though finesse to hit is based on DEX), or more hit points.
Good luck, rangers are by far my favorite class in DDO. Just a note, as soon as you can get your hands on Cure wands and you meet the minimum levels, you can use them. I didn't know that about rangers for quite a while :o
What server do you plan on playing on? If you find yourself on Ghallanda, I'd love to help you get your feet wet. Although I'm not on much lately...wife working on MBA. Any of my guildies would love to help, you can drop one of my names if you want too. Always looking for new blood.

Odd stats are much more useful in DDO than Pen and Paper. In pen and paper, there are no +1 items by the rules. You can create them, but many DMs don't like it.
In DDO, +1 (and +3/+5) items abound. So a 17 is actually just as useful as an 18 in a lot of cases. Top end, no, it's not. But until then, you're fine, and possibly better off. You're far more likely to get a +1 item before you add a point, meaning that you'll get actual use out of it, when the person with an eveb stat has to wait.

Drop the Dex to a 17 and bump wis to 11 and int to 10. Rangers get a lot of skills so you will want that extra skill point

With 6 skill per level and skills not really being used toward anything (non-Rogue splash), I would rather have those 2 build points elsewhere.

I have 3 Rangers that have Weapon Finesse.
The 1st is my main, Elf, pure Ranger. He's actually specced out for Ranged Combat, so I picked up Weapon Finesse to be able to Melee when the stink hit the fan. His starting stats are as follows:
STR 14
DEX 16
INT 12
CON 12
WIS 12
CHA 10
Now I built him with PnP thinking, not the MMO min/max mindset, and he's performed rather well. All level increases went into DEX and at level 14 has a 30 Dexterity (16 base + 3 level + 2 favor tome + 2 elf dex + 3 ranger dex + 4 item)!
My 2nd is my Drow. I wanted to make a Melee Combat focused toon that was a little different, so she'll be Bard 1/Ranger 12/Wizard 1 when she hits 14.
Her stats are as follows:
STR 14
DEX 18
CON 10
INT 14
WIS 12
CHA 10
I plan on maxing UMD on her (which is why Bard is in there - plus Bard has a better Will save than Rogue). The Wizard level is for Extend and the Shield spell. I am taking the Drow Melee Enhancement line so I can Two Weapon Fight with a Rapier and Short Sword.
Finally, my 3rd is a 32-pt reroll of my 28-pt Human Ranger/Rogue. He is based on the Scout class. I know, not a core class, but I wanted a little flavor. He is more of a support type character then a front line fighter. He'll be Ranger 11/Rogue 3 when he hits 14. His stats are as follows:
STR 14
DEX 17
CON 10 (a little low, but he's not supposed to be a front line combatant)
INT 14 (gotta keep the Rogue skills/UMD maxed)
WIS 12
CHA 9
He'll be using Short Bows along with Short Swords and Daggers (more flavor). I will be taking Human Versatility for the more difficult Traps/UMD.
Three sets of stats for 2 Races for a Weapon Finesse build for you to mull over. Good luck with your build!
