I recently pulled a set of +15 heal bracers. I understand the aid I get from these while shrining, but does it also improve the HP's per heal from casters? Or is it an item that clerics would want?

No bro. It only affects the heal skill, which is used to gain more HPs from shrining, and when you want to use a healers kit to try and revive someone from incap ( where a cleric would just hit them with a cure spell/wand/scroll ).
