greenblade vs. blue dragonscale robe

Both the greenblade and the blue dragonscale robe claim to have greater arcane lore, but the effect of this greater arcane lore seems to not be the same in the descriptions posted on the definitive staitic loot and rewards thread. Can anyone clarify the difference between these two (if any) and the potential for either or both of them to stack with enhancements for spell crits?

They are both the same. The screenshot of the Greenblade is an old screenshot that shows the mechanic how it used to work.
