Dragon Scales? Tomes?

I've heard a lot of people talking about these, but what exactly are they?

Dragon scales are loot from the chests of the three dragons in Gianthold Tor that you can turn in for various suits of armor once you've collected 25 of a single kind. Nothing to worry about until you're level 14.

Tomes are a one use item that gives your character an inherent bonus to a stat, effectively raising your base value. They range in value from +1 to +3 currently, and the highest one supersedes previous uses (i.e. use a +1 and then later a +3 and your total bonus is +3). +1s are random loot, +2 are raid drops, +3 are from the Stormreaver raid only (and I assume Abbot come Mod 5).

is there a minimum level you must be to consume a tome?

No, But you wont find any until around l8 QUests. SO you can send them to new characters from your main.. Or buy em on the AH until then.

+2 and 3 tomes only drop from raids and they bind when you pick them up. But +1 tomes can be bought by or sent to a lvl 1 and they work for getting skills up so you can take a feat.

correction: +2 tome can drop in a L17 chest. meaning a chest in a L14 quest on elite during +1 loot weekend

Also the Gianthold raid does/will drop unbound +2 tomes come Mod 5. Atleast that's what I remember the dev notes babbling about.
