2 Questions with tomes:

One if you have a 16 base Dex and use a +1 Tome for a total of 17 can you then get IMP 2 weapon fighting? req dex is 17

also what happens if you use a +2 tome then later use say a +3. From what I read on the tome I used it seems like the greater tome takes effect so if you had a 28 STR used a +2 tome for a total of 30 STR. Then used a +3 STR tome your total STR would be +31 is this right?

All your assumptions are correct. It works exactly as you have stated it does. So yes you can get the feat, and yes the better tome takes over since they are not additive.
