What are the requirements? I know you need 20 of each of the relics but do you have to have them everytime to repeat or is it one time only per character.

In addition to 20 of each relic type, you must also have completed The Crucible, Madstone Crater, and Prison of the Planes (don't have to have them marked 'completed' in Quest Journal, just completed once previously), complete the Gianthold Tor pre-raid, and be 'blooded' by all 3 dragons (kill each of them) in the pre-raid. After doing all that, you are permanently flagged with that character and can run the raid every 66 hours.

One thing to note. You should either turn in all sixty relics at the same time, or keep really good track because the collectors will just keep taking and taking them from you, even after they get the first 20...no reason to throw away good relics when you can save them for a guildie or an alt.

I've turned in Dragon relics for all of my characters and he will not take any more from me. "You've already given me enough of those."

Are you perhaps speaking of the craftsmen for Relic Armors?

You are probably right. I am going on advice from a guildie, and not first hand knowledge...sorry to confuse the issue. :(
