Vista - Game encountered fatal Windows API issue

Ok, so I have received this error under EVERY resolution of Vista from 800x600 to 1680x1050 under Vista. Anyone have any ideas as to why? I am doing a fresh install under Vista with UAC disabled and using an admin equivalent user account but still I get this error. Any help would be appreciated. My XP desktop runs the game w/ no issue, but my Vista laptop gives this error under every resolution! Thanks in advance,

Fixed it. AllowFakeFullScreen = False in the ini file fixed the issue.

I have that same problem, but I don't know much about computers, could you walk me through what you did to fix it? I haven't even got to play the game yet.
