Objectives
The request was for an elven Wizard/Bard with the focus more on wizard than bard which used melee and ranged combat to conserve spell points. There isn’t a whole lot of synergy with the two classes but for whatever reason it strikes me as an elegant combination.

Design
The original build only had a single bard level, and while that is probably the best choice overall, I wanted to make more of a hybrid and see if I can bring out any synergies out of this. The obvious benefit of bard is UMD, and combined with the high Int of a wizard you have plenty of skill points. I went further and used bard to open other skills like perform and diplomacy to full ranks.

Spellsinger seemed like the clear thing to shoot for with bard if you are going beyond a single level splash. The best part of thier song, the DC bonus is kind of wasted here. The lower cap on spell level hinders DC end game and the multi classing kills spell penetration so control casting other than the fascinate song is doomed. Instead this build is better off looking to damage casting and buffing. It can also heal a bit, but that is more for patching itself up than any real combat healing.

For combat, we are looking at a pretty weak melee profile but you can get some mileage out of a nice rapier, but the ranged side should have some utility. Its not what I would cal DPS per say, but you can put out a pretty constant stream of harrying damage with the occasional burst of slaying arrow many-shot goodness.

It is great at one thing, which is UMD. And it does have high DC fascinate songs it can use in end game or anywhere leading up to it. It can throw a decent firewall or scorching ray and has mana comparable to a normal wizard. Diplomacy can help you shed agro which you will need to do since hit points are pretty bad here.

Play
I don’t recommend playing this character unless you especially want a challenge and want to make something difficult work. You need to take a hands off attitude to things, keep your distance, strategically cast spells and use your UMD to keep the party healthy. Try not to pull agro with your arrows if you can help it and if you do, take it like a man...er elf.

Variations
With marginal builds there is a strange factor of... if you change it wont be the same, it will be better, you know, like normal builds. So variations should keep in mind that you are trying to stick to the Bard+Wizard theme which simply isn’t a great cross. Now as a past life thing, you could make a pretty hard core character crossing the past lives from one into the other. 28pts... I don’t recommend it but you could. Nothing here is based on the ability scores so you can make adjustments without impacting the overall build.

I like bard 1/sorcerer x. You get more mana and two songs to either cast mesmerize or a buff that cannot be debuffed. UMD is very strong although only useful for cleric spells.
