does Spell Crit Chance stack with Sup Lore +9% crit chance?

The answer for every stack question is yes feats stack with items, or at least that is the standard answer given. For enhancements I get mixed signals, its best to just try it out in PvP.

Enhancements and items stack.

Your Base Critical Chance is 0%.
Base Critical Damage Multiplier is 1.5 with no enhancements.

So, for example:

Spell Critical Enhancement - Grants a 3-6-9% chance for certain spells to crit.

Green Blade - Grants a +9% chance for all spells to crit (notice the +). Inceases base critical damage multiplier by .25

With maxxed fire/cold critical chance enhancements, and the Green Blade, your fire and cold spells have a 18% chance to crit for 1.75 critical multipler damage.
