To put it simply I need a haggle toon but at the same time I want to level up to 14 the slow way and be useful to groups. My race of choice is drow and weapon of choice (so I don't look useless) would be ranged (no preference on type). I have never played a bard before so don't know what feats and stuff to get, all I know is that haggle is cha based and I need to max it so 20 base cha is useful for a drow! I don't mind healing so a full healing build wouldn't bother me, as long as I can get to 14 and be somewhat useful in groups while having the highest possible haggle!

p.s. I am assuming bard is the best class to get super high haggle due to GH but if another class is better please point me to the right forums.

You've actually got the wrong assumption that a Drow Bard is the best haggler. Human Bards actually come out ahead:

Drow Bard haggle without items
17 Ranks
+8 Cha 26 (20 + 3 levels + 3 Bard Cha)
+3 Skill Focus
+4 Greater Heroism
+1 Focusing Chant
+4 Bard Haggle
===
+37

Human Bard Haggle without items
17 Ranks
+7 Cha 25 (18 +3 levels + 3 bard cha + 1 Human Adapt)
+3 skill focus
+4 Greater Heroism
+1 Focusing chant
+4 Bard Haggle
+5 Human Versatility IV
===
+41

With items/tomes, you can add 17 to each one (+13 item, +3 cha item + 1 cha tome) to get +54 for the Drow and +58 for the Human.

As far as the build goes:

Human Bard 14, the Telemarketer, a Haggling, Healing, CCing bard

Stats (32-pt):
Str 14 (6 pts)
Dex 12 (4 pts)
Con 14 (6 pts)
Int 8
Wis 8
Cha 18 (16 pts)

Feats:
1 - Extend, Skill Focus: Haggle
3 - Mental Toughness
6 - SF: UMD
9 - Spell Focus: Enchant
12 - Greater Spell Focus: Enchant

Enhancements:
Max Bard Haggle, Human Versatility, and Bard Cha. Put leftover points into scroll/wand mastery and spellsinger and its pre-reqs. If you're interested, I'll draw out an enhancement chart, but the servers just came back up, so we'll see if I get back to you :-P.

To be honest, any bard can get a Haggle in the upper 40's easily.(You forgot to include Luck bonuses in your calculations, Sheep, so add another +2) My advice is to make a bard first, and then just have haggle be one of the skills you keep maxed. That way, you won't hurt the character while leveling him up. If you decide to, once you are capped, you can respec your enhancements and feats to completely max out Haggle, but you might decide your bard is better off without them.

Here are some to add to the skill:

Drow Bard haggle without items
17 Ranks
+8 Cha 26 (20 + 3 levels + 3 Bard Cha)
+3 Skill Focus
+4 Greater Heroism
+1 Focusing Chant
+4 Bard Haggle
===
+37

Human Bard Haggle without items
17 Ranks
+7 Cha 25 (18 +3 levels + 3 bard cha + 1 Human Adapt)
+3 skill focus
+4 Greater Heroism
+1 Focusing chant
+4 Bard Haggle
+5 Human Versatility IV
===
+41

Since a +3 charisma tome actually gets the Human to an even number (34) I adjusted:
Since the +3 charisma pot gets the Drow to an even number (38) I adjusted:

With items/tomes/potions,
For the human, you can add 26
(+15 item RR, +3 cha item + 2 cha tome + 1 cha stat pot + 3 cha skill pot + 2 luck item) to get +67
For the Drow, you can add 26
(+15 item RR, +3 cha item + 1 cha tome + 2 cha stat pot + 3 cha skill pot + 2 luck item) to get +63

You could also get another bard to give you their boost.
You could also get a rogue to give you their boost. (Don't know if it stacks)
You could also have something I missed.

I would be interested to see a screen shot of the highest haggle.
I haven't gotten a +3 tome on my human hagglebot, yet. When I do, I will post.
