Per the compendium:
"Paladin Divine Righteousness I
Activate this ability to double the hate generated by your melee attacks and spells for 20 seconds, making monsters more likely to attack you. Consumes a use of your turn undead ability.
Action Points: 2 (must have spent 18 action points)"
I can't find any more information about this enhancement. Is it area effect like intimidate? Or does it only affect a monster once you physically attack it? Is it dependent upon your charisma modifier as to its effectiveness?

Its a "punchvoke" effect. Mobs decide who they attack by how much hate a person generates on them. Hate is generated by either taunting, ie Intimidate, or by damaging them. Divine Righteousness works off of the damage you do to them. It doubles the amount of hate that your damage generates. For instance: if 10 points of damage produces 10 points of hate, with Holier Than Thou running it will generate 20 points of hate. It probably won't be an instant attention grabber like intimidate, but it works without a check and hits with each damaging blow you toss out.

I will share with you my limited experience in using this enhancement. Have used it for one day. Its not dependent on charisma or any modifier. Its strictly dependent on you striking and damaging an advasary. It only affects the adversaries that you damage; it does not have a blanket area of effect like the intimidate skill.
I found it very useful. In the Gianthold 3-dragon quest, I used it to gain the agro of the dragons and then lead them to where the group leader wanted them positioned for additional attacks or blocking. Also I used it to take agro off people who did not want it, say a sorcerer or rogue running for their lives from a dragon.
It can also be used to gain agro and then lead adversaries into an area of effect like a firewall that may not be quite where the mage intended it. Or to lead advasaries back to an area of effect if they leave it.
My group was most pleased that I was able to keep the dragons in one spot once I activated this enhancement. This prevented the dragons from moving all around the area which make them much more difficult to hit and damange.
When you activate the enhancement, an icon with a countdown counter appears at the far left of your current effects icons.
All of the above can be achieved by the intimidate skill, provided the adversary is susceptible to intimidation, and your skill is high enough. But the intimidate skill has a delay of several seconds before it can be activated again to gain agro. The Divine Righteousness enhancement is continuously helping you gain agro with every point of damage you can muster during its 20 second duration.
Holding agro continuously is a two edged sword, whether by intimidate or divine righteousness. It helps everyone else in the group, but you do receive more damage and at a faster rate than you would otherwise. An attentive and skilled cleric is a blessing at such times. Fortunately I had one (of the very best.)
I intend to make it one of my permanent Paladin enhancements.
