Least Dragonmark of Making

how do i get this feat? I tried to make a new character and select that feat as the starting one and I could not see it on the list.

Have you done the dragonmark quest in the harbor yet to unlock them for your characters? Only one of chracters has to do it before you can create characters with dragonmarks. If you don't know about it the quest npc and entrance are right next to the mailbox in the harbor.
